City Master Plan
After 1989 a range of spheres of society’s life (political, administrative, cultural, affecting property rights, lifestyle etc.) had undergone considerable modification and then some new claims and needs appeared, consequently they affected urban planning. According to the fact that the Development Plan for Hradec Králové ’s settlement was approved in 1988, and despite all of the modifications and amendments, it could not complied with these new circumstances, and with the amendment of the Collection of Laws on Urban Planning, Building Regulations No 50/1976 and its operational decrees, a public town-planning tender to appraise possibilities of the settlement Hradec Králové ’s development (with the period of proposal until 2010) was advertised at the beginning of the year 1997. The winning team of this tender, Hradec Králové’s Technical Office Ltd, has been charged with working a new development plan for the city.In the development plan the solutions to the whole administrative territory of the city (21 cadastral zones), of the total area 105.6 square metres (10. 560 hectares), has been found out. A builder is the Department of the Chief Architect and the City Development of the Municipal Authorities of Hradec Králové, charged with performance of public service in the field of urban planning. This department has discussed and appraised all phases of the documentation and gradually worked preliminary project and the summary standpoint to the concept of solutions and instructions for completing this development plan and also a proposal of city’s promulgation about binding parts of this plan.
At the two extraordinary sessions, held on the 10th December 1999 and on the 21st January 2000, the members of the City’s Council, as an appropriate authority, authorized the New Development Plan for the City of Hradec Králové (which is going to be replaced by existing plan from 1988) and the City of Hradec Králové’s Promulgation, which came into operation on the 1st March 2000, about binding parts of this development plan including the list of public buildings.
In this new plan, the main developing trends for the city’s southwest and west sectors are considered for the whole period of proposal that means until 2010. The necessary proportionate developments of other quarters are mentioned too and at the same time it defines territorial reserves for further development, prospective transport and technical infrastructures (that means after the period of proposal). This is a significant and needful document that is productive of the preconditions for well-balanced development of all cities’ functional components (Housing, basic civic amenities of the whole-city or regional importance, job opportunities, sports, leisure recreation, transport etc.). It also strengthens Hradec Králové’s importance as a regional centre of northeastern Bohemia and one of the nuclear towns of Hradec Kralové - Pardubice residential agglomeration. In this plan the solutions to completing transport in relation to superior road network – the motorway D11and the highway R35, to eliminating the present thoroughfare transit of motor transport, locating investment objectives, developing municipal technical infrastructure, improving the quality of the environment, preserving and protecting cultural and natural values in the territory, reinforcing relations with surrounding landscape etc. were included.
At the same time, this development plan is an important and needful base for designing and working the strategic plan of the city’s development and one of the indispensable precondition for drawing down the specific subsidy from the state funds or the development funds of the European Union, that are aimed at improving the environment, building technical infrastructure, making job opportunities, preserving the national heritage etc.
In accordance with the new development plan of the city some very needful and concrete building undertakings
(Such as building transport junction ‘Mileta’- the junction of the 2nd city ring road, E. Beneše Street, Hradecká Street and Třebeš radial road) have been already solved. The solutions to other important developing areas are going to be worked in detail (for example: territory of Kukleny, Temešvár area) in the form of town-planning tenders and selecting procedure. The city is interested in other areas needed for the development of spheres such as production (north zone – in the east of Gumokov, north-east part of Plačice), housing (old Třebeš – near by Terronic, Podzámčí – in the south of quarter 06 Moravské Předměstí, Moravské Předměstí – near by Hvězda), civic amenities (the building of the court – near by Aldis, a new scientific library – on the south bridgehead of Moravský Bridge), sports and leisure (sports area in Třebeš) etc. Because some areas for terminals for the municipal transport have been fixed in the development plan, working papers for advertising a public tender on this important and needed municipal transport amenities are being prepared now.
In consequence to the new development plan, the city of Hradec Králové is presenting to investors new developing areas for production (ecological and friendly to the environment), housing (dwellings and houses), civic amenities, sports and leisure areas as well as steady transport (indoor parking places – garages).
