Range of activities

The Board of Representatives set up City Police in accordance to generally effective decrees .  Police activities are defined by the Law 553/1991 Sb in the version of further prescriptions  and by further  regulations.

City Police was set up by decision of the Board of Representatives in order to secure  local public order and to participate in securing security and civic common life. To improve the above-mentioned activities, partial organizational modifications were gradually carried out. The main goal was to fulfill the requirements of the citizen - to demonstrate presence of policemen at the most frequented places. Central service stations and  branch stations were set up in the districts (mostly in the outskirts of the town) to improve police performance.

City Police Organization

As of June 30, 1999, City Police had  nine police stations, including the headquarters seat in Dlouhá ulice No 211 in the Old Town, close to the Klicperovo divadlo.  The  City Police divided the town into three segments in the same way as Police of the Czech Republic. The first segment  with the central police station in Šrámkova ulice includes Pražské Předměstí , Kukleny, Svobodné Dvory, Březhrad a Plačice. Second segment with the central police station  in Okružní ulice  include Slezské Předměstí, Pouchov, Věkoše, Piletice, Slatina and Rusek. The third segment consists of Moravské Předměstí, Malšovice, Malšova Lhota, Svinary, Svinárky, Nový Hradec, Roudnička and Třebeš. The  central police station for this segment is  in Nový Hradec in the building of antialcoholic  detention center.  Round the clock service is held, of course, only in the headquarters seat in the Old Town, which can be visited or phoned at any time via the phone numbers 5515284, 5515287 or via  emergency call 156.  In other stations police are available on Wednesday from 15 to 17 hrs. Except  above-mentioned time, the police are to move in streets on foot or in cars. In order to improve contact with the local problems the segments are divided into smaller sections. To check one section the policeman spends approx. 2 hrs.
The body  has  approx. 60 employees for patrolling service, traffic dispatching  and offence department. Civic employees provide technical arrangement. Police employ  15 women in active service.
The City Budget covers the costs of the Police. They represent approx. 1,8 % of the City Budget. Overwhelming part  of the Police Budget absorb the performance costs as fuel, accoutrements, energy, wages, social and health insurance etc. The rest are expenses for technical equipment which make the police work more effective.

City Police Performance

City Police  activities are mostly aimed to the control of public order, especially:

1. Police supervision of  on adhering to generally binding regulations on securing public order and participate in defending security and property
2. Police supervision of  civil coexistence
3. Police discloses offences in the scope of Municipal Police Act, they assess and levy fines for offences
4. Police give natural persons and legal entities a warning as to  found discrepancies and take measures to remove them according to the real situation .

Foot or motorized patrols fulfill the tasks that are defined by respective legal rules and demands by the citizens. In general, 13 policemen serve the dayshift, the nightshift is served by 6 policemen. They serve in 12 hours shifts. For fast action to the place of offence the City Police use motorized patrols. Most frequently they are called via emergency phone call No. 156 (violation of civic coexistence, violation of binding regulations, etc.) During the dayshifts three cars are in operation; besides the above mentioned the crew check adherence to the City Regulation on Breeding Small Domestic Animals, they cart off dogs to the shelter, they apply the blocking shoes on vehicles, if drivers violated local rules etc.  The Cars are used to cart off drunken citizens to the detention center, to transport the booked persons to administrative procedure and for other activities connected with the collaboration with the executive branches of the integrated emergency system of the town.

Camera monitoring system

To intensify its activities the City Police use various technical means. Besides the above mentioned cars, mountain bicycles, means to prevent vehicles from leaving, computers etc., in July 1999 a permanent performance of the city monitoring camera system was started. The system monitors the most frequented parts of the city. At the first stage the system monitors order and security on Riegrovo náměstí and S.K. Neumanna street, Baťkovo náměstí a Karla IV. street, and on Masarykovo náměstí and two pedestrian zones. The situation is permanently monitored and analyzed by the operation police officer and by the operation service of the Police of the Czech Republic. At the same time the most modern recording devices record the situation. By the end of June 1999 the City Council approved the second stage of the system. When finished, the system will have 7 cameras. In future up to 16 cameras can be installed.

Despite improved order and security situation at places, where cameras are in service, presence of the policeman in the street can not be substituted. Therefore the study of order and security  situation to the year 2003 is being elaborated. At least 100 policemen can be expected. Higher numbers of policemen in dayshift and nightshift will improve the overall order and security situation and will harmonize relation between citizens and City Police.
