CIVIC AMENITIES
According to the Development Plan for Hradec Králové, these are functional areas in the city centre and the peripheral centre (the area for civic amenities of the city-wide and district-wide importance with the function of housing – often in multi-function objects) and areas for civic amenities of local and regional importance (areas for locating significant capacity and territorially demanding buildings, and also civic amenities of city and regional importance for educational system, health service, social work, trade and services, public boarding, temporary accommodation, administration and public government, science and research, finance matters, exhibitions organizing, the church etc., that are formed by continuous units).

O 1 – Cadastral zone – Pražské Předměstí, Březhrad
An area lies in the centre of a commercial zone ‘Hradubická’ by an arterial road to Pardubice. The locality has been defined for locating important, capacity and territorially demanding constructions of civic amenities, formed by complete grounds, for educational system, culture, health service, social work, trade, services, public eating, temporary accommodation, public administration and management, science and research, financial matters, exhibition organizing, the church and so on of local or regional importance. Locating large-area retail facilities of regional importance is not desired. For the commercial zone the urban study has been worked.

O 2 – Cadastral zone – Hradec Králové, Pražské Předměstí
A locality close to the city centre, nearby the 2nd city ring road, connected to the River Labe. The possibility of using private rail also exists. Today’s state of this area is inconvenient and requires rebuilding existing grounds of the companies OSPAP, MONTAS and BUILDING into an area of the ‘City Exhibition Area’. For this area a study to appraise existing objects and to define their use, or as the case may be, their reconstruction or demolition and consequent locating new objects has to be worked. A part of this area is being used for functional industrial use at present. In city master plan civic amenities of local or regional importance consider to be built in prospective period. It would be possible to use these reserve areas as a setting for ‘exhibition area’ (such as storing) – in this case it would be necessary to modify city master plan. Locating large-area retail facilities of regional importance in this area is not desired.

O 3 – Cadastral zone – Věkoše
An area located in the city’s landmark zone with an access to the 2nd city ring road. At the time being there are these objects – 50-metre-long indoor swimming pool, aqua-centre, the Congress Centre Aldis, Hradec Králové’s Philharmonic Orchestra and the area of TJ Sokol (P.T. Association) there. For this area the development plan for this zone has been worked and authorized by the City Council. This zone has and will have a feature of cultural-social or administrative – managing centre, where some objects for functional use - civic amenities of citywide and district importance is possible to be placed. The first real investor, who is preparing a construction of social-administrative building, has entered this area. Another investor, whose aim is constructing an administrative- managing building, is negotiating with the city now. For the initial phase of conditioned constructions (municipal engineering, communications) the city has worked documentation for territorial proceedings.

O 4 – Cadastral zone– Třebeš
An area along an arterial road to Vysoká nad Labem, at the edge of the suburb Moravské Předměstí, defined for locating important, capacity and territorially demanding buildings and civic amenities, formed by complete grounds, for educational system, culture, health service, social work, trade and services, public eating, temporary accommodation, public administration and managing, administration, science and research, financial matters, exhibition organizing, the church and so on, of city or regional importance. For the whole area (that means the area for civic amenities or dwelling constructions) the urban study has been worked. For conditioned buildings (municipal engineering, communications) the territorial decision has been issued.

O 5 – Cadastral zone – Slezské Předměstí
An area along the street Víta Nejedlého (an arterial road to Ostrava) called ‘Na Mlejnku’. This area has been defined for locating important, capacity and territorially demanding buildings and civic amenities, formed by complete grounds, for educational system, culture, health service, social work, trade and services, public eating, temporary accommodation, public administration and managing, administration, science and research, financial matters, exhibition oragnizing, the church and so on, of local district importance. The city intends to locate an administrative building (approx. 3. 000 square metres of office spaces) here. This area is not suitable for locating large-area retail facilities of regional importance.

O 6 – Cadastral zone – Nový Hradec Králové
An area lies in a developing area called ‘Plachta’, along an arterial road to Brno. For this area the urban study has been worked and discussed. The city is now preparing investments for the initial phase of building a spine communication in this area. The area has been defined for locating important, capacity and territorially demanding constructions and civic amenities, formed by complete grounds, for educational system, culture, health service, social work, trade and services, public eating, temporary accommodation, public administration and managing, administration, science and research, financial matters, exhibition organizing, the church and so on, of city or regional importance.

An area next to the department store TESCO in the city’s centre, defined for locating multi-function object for civic amenities of citywide or regional importance, with in-built underground garages.
