The City Board elected the City Council at continuing constitutive meeting held on the 28th December 2010. The council has 11 members and it consists of mayor, 4 deputy mayors and councillors.
The City Council of Hradec Králové is an executive body in terms of independent operation of the city. The City Council is not authorized to make decisions in terms of delegated operation (state administration), with the exception of issuing binding public notices. In case that member of the City Board loses the seat, he consequently loses his seat in the City Council. In case that mayor or deputy mayor is removed or he resigns from his post, he loses his seat in the council, as well.
The City Council meets as necessary, generally twice a month on Tuesday between the meetings of the City Board. Meetings of the City Council are closed. The council decides by the majority of votes of all its members. For executing the independent operation the council accounts to the City Board whereas for executing the delegated operation the council is subordinated to the Regional Authority. Powers of the City Council are set by the Act of Parliament No. 128/2000 (Municipal Act).
