37 members of the City Board of Hradec Králové were elected in local election held in October 2010. The City Board executes the most important powers in terms of independent operation of the city in accordance with the Municipal Act. As a supreme self-governing body it is allowed to reserve the right to decide about other matters of independent operation of the city, which fall within the powers of other bodies of the city by the law. On the other hand, it is not allowed to delegate its powers specified by the law to other bodies of the city. The City Board is not allowed to make decisions in terms of delegated operation, with the exception of approving the territorial plan of the city or its part, which is considered to be the execution of state administration.
Meetings of the City Board are open. The board meets as necessary, at least once in three months, but usually on the last Tuesday of every month at 1 p. m. The board has a quorum if more than half of representatives are present. For valid resolutions more than half of all members are required. Proceedings of the board follow the Rules of Procedure of the City Board.
